Abortion
Abortion is a procreative right for women. Abortion should be legal up until 14 weeks. Abortion is legal in cases of rape or misformed (handicapped) infants until the 25th week. The state recognizes the citizen rights of the unborn infant at the moment survival at birth is proven to be possible, which currently stands at 21 weeks. In case of severe deformity a committee of educated physicians advices the mother on abortion, where in abortion would be allowable in cases of severe physical deformity with the infant until the 40th week of pregnancy.
Society makes available medical screening to make sure infants are healthy from the moment of conception and afterwards. Safe forms of screening and testing during pregnancy are part of basic medical insurance to ascertain health of the
Society invests funds in safe genetic treatments and selection to ascertain the health of infants. The State seeks ways to stimulate infant health.


Basic Income
The state shall reduce government waste by introducing a basic income. Everyone born as a Dutch citizen receives this basic income. Those who receive a Dutch citizenship in life receive this Basic Income only after they have been a Dutch Citizen for five years. I advocate a basic income (at current 2012 economic levels of purchase power and income) of 500 euro for everyone over 16. Those who are disabled from work shall receive a small additional stipend or “pension” commensurate with the disability up to 1050 euro. Anyone is free to make additional income through paid labour. Minimum wage is cancelled. Welfare is cancelled.
To accommodate a transition from a society with no basic income to one with basic income a period of no more than ten years would be prudent.


Budget
In the state budget the first priority should not be solidarity, but safety. Solidarity assumes compliance with an ideal of care. People can not be made to feel “solidary” towards other people, or “generous” or “charitable”. Instead the state affirms a role as an insurer of all people. Hence the first priority of the state (above military, economic policy) should (must) be to provide a lean basic income to all, and an adequate basic income to anyone disabled in some measure of degree. People should be strongly encouraged to work beyond that basic income.

Citizinship rights
By default all people in a country can vote in general elections at age 15. All may hold a a drivers licence for cars at age 18, after meticulous certification. All within the country must follow full-time education until age 25, unless they have a steady income of 125% of welfare unemployment income.


Collapse/Instability
The government assumes constitutional responsibility for all of its citizens in case of a systemic/economic collapse, war or any natural disaster.


Crime
All property which is the result of crime becomes automatically forfeitured to the state. The state proactively seeks out crimes with the purpose to determine what private gains are the result of crimes, and takes these gains away from any guilty parties. Victims of crimes have a claim to these goods.


Corporations
Corporate privilege must be constrained. The international corporate culture in many cases corrodes democratic achievements and this should be categorically unacceptable.


Drugs
Addictive narcotic substances should be regarded as a variant of epidemic health issue. Narcotics abuse must not be regarded as moral issue; instead moralizing on narcotics use, abuse and addiction itself is a formal of immoral predation; “moralism” in these areas is a means to leverage the social power of those people who do not suffer from addiction over those who do, and that in itself should be regarded as criminal.

  • Addictive Narcotics that cause verifiable health and behavioural problems (cocaine, amphetamines) must be constrained in use, and should only be consumed and purchased in verifiably enclosed environments, such as enclosed entertainment complexes, clinics or enclaves. Those managing those enclaves (within the boundary of common law) should be accountable for maintaining order within these closed environments.
  • Highly addictive narcotics with severe health and behavioural problems for which there are valid alternatives (bath salts, methamphetamine, PCP, crack) should be outlawed and trade in these substances must remain prohibited.
  • Unhealthy yet “less” addictive narcotics (LSD, cannabis, ccstacy, mushrooms, tobacco, alcohol) should be available for purchase for adult users (of over 21 years old). These products should be tested and treated in a manner as to be as healthy as can be fairly expected. Users should pay a premium price to offset all reasonable health concerns of us, included in the product price (typified as a health code tax) but otherwise the product should only be sold at a low enough cost as to destroy black markets in these products, and the criminal activity surrounding these black markets.

    The state provides free education for jobs for which there exists a requirement. The state does not reimburse for jobs for which there is no immediate economic requirement in the foreseeable future.

    Gender Issues
    The Netherlands adopts the freedom for its citizens to formulate their own gender preference from a list of options, specifically Male, Female, Transgender, Androgyne, Asexual or X, for “none of your business”. The Netherlands proactively protects and speaks in favor of the rights of homosexuals, lesbians, bisexuals, alternative sexualities, transgenders – domestically and abroad.
    New classifications of gender identity become open to definition after a fair citizen petitions procedure.

    Parenting
    The state regards pleasant citizenship as a high priority and extends the definition of (parental) abuse. Parents must be suitable parents and society aims to reduce the amount of children born as a result of lack of consideration. There will be a requirement to follow and succeed in a parenting course and parents who have children without having receiving a good parenting certification should be penalized. A requirement to be issued a parental certificate should be a stable income. In extreme cases parents who have children where they are financially, mentally or otherwise unable to care for these children, society should take these children and place them in a suitable home with caring, responsible parents.

  • I advocate a societal discussion where I ask if parents who have proven genetic afflictions or carry genes for genetic afflictions should be barred from risking passing on severe maladies to their children. I advocate regarding irresponsible procreation, where a parent risks knowingly putting a child in the world where there is a substantial risk the child has a genetic malady, a case of implicit child abuse. The worst cases of this child abuse should be treated as a criminal act of negligence – or worse – severe abuse.
  • Society will establish the population carrying capacity of the Netherlands, and seek to limit the population accordingly by stimulating emigration, constraining immigration and being cautious about human procreation.
  • Society will invest robustly in genetic and other types of screening for all parents, making sure as few children with reasonably avoidable congenital defects (genetic or otherwise) are born.

    Prison
    Criminals are reclassified in to career criminals and or people with a disorder. Career criminals receive longer penalties, including an actual life detainment. The institute of Prison as a means of punishment ends. The Netherlands will have one single prison region (which is not longer strictly an enclosed building) for all long term detention where all inmates will be kept in safe conditions yet dignified conditions, strictly to protect society from predation by career criminals or otherwise irredeemable predatory criminals. It is up to all criminals to prove rehabilitation. If a criminal can prove a process of rehabilitation that is as severe as the crime committed a criminal may be subject to parole. Convicted criminals must lead a dignified and productive life in detention, and may engage in business or commerce inside detention that does not threaten the safety of society. Criminals kept in long term detention in prison are kept in these conditions only to protect society. Civilians do not have a right to revenge when becoming the victim of a crime; Victims of a crime do however have a right to reimbursement of damages, which they may claim from the property or labour of a convict, if available.

    Religion is a free private activity. The state does not affirm or deny the validity of religion in any way. The state does not sponsor the activities or any Religion or other “private club”. The State does not invoke any deity or religious edict in its state phrases.

    The office of King or Queen of the Netherlands becomes a purely ceremonial institution in the form of a Foundation. The Royal house of Orange becomes a private endeavour that is normally taxed as any other foundation. The house of Orange foundation may receive minor financial support as a cultural institution.
